As mentioned in the other thread, cotton and foam filters clog up far quicker than stock paper filters and need cleaning fairly frequently.
If the cotton pleats are choked with dirt, it's dirty and needs cleaning. It should be done according to condition rather than set mileages and go easy with the filter oil after you've cleaned it, otherwise your MAF won't be your friend any more!
