You said you have tried ballast and bulb, but have you tried changing over the igniter? From your profile picture it seems like an mk5, the igniter there is the red little box on the back of the bulbs.
Light problem
Hi there the right side headlights dont work.. New bulbs tried swapped the ballast works on right side but lef doesnt work the full beam works though anyone can help? Or had any problems same as us? Or do they have seperate fuses? Please asap

You lost me there. There are 3 things to check and swap over to rule out; bulb, igniter, ballast.
If you have access to VCDS you should have a fault code on your lights that can help you out 2.
